they are welcome to use OSM as their background map, but it can't become official data. Even if we were to synchronize osm and the official data at a given point (what I don't think is likely), the next moment mappers would start modifying it so that the two datasets will start diverging (or is the idea that the city constantly updates their data from osm?)
