Hi Martin,

I probably misused the word "official". I woudn't say official in a
strict sense but as a reference or background cartography/map for their
webmap applications, routing applications and any other application or
use.

And yes, the idea of the city is to plan a routine or a daily task to
keep OSM data updated once this massive upload is done (in order to
avoid new massive uploads in the future). The own technicians of the
city will be in charge to keep OSM up to date (as other osm mappers)
with any change or modification may occur in the city. In other word,
they will become OSM mappers too.
