[Imports] Communication tower / aviation obstacle import - Norway

[NKA mapper]

Here is an import plan for adding communication towers and masts in Norway,
as well as other aviation obstacles. The dataset is from the Norwegian
Mapping Authority.

The import involves a new key to tag the warning lights on the
towers/masts, aeroway:light, which has been proposed here:
