[Imports] Address import for Allen County Indiana

I would like to import address points for my local county into OSM. I have
a plan written up at
https://wiki.openstreetmap.org/wiki/Import/Catalogue/Address_import_for_Allen_County_Indiana
.
This email should hopefully satisfy the import review requirement, and also
part of the community buy-in requirement (I am also going to send a message
to the talk-us list as well).

I only have one question on my plan. I know I need to create a
separate import account, but the download I got with the data included data
for the rest of the state, I would like to import that data as well in the
future. Would it be possible to make an account that could be used for both
this import, and that future import as well?
