The Overpass query below shows the towns that already have limit polygons. In these areas, the addr:city tag should not be added.

A couple of requests on your import. Can you provide a sample of the .osm data you plan to import? Is it possible to include a tag for addr:city? Not being familiar with the area I can't tell if its one city or multiple. Providing addr:city in unincorporated parts of the county would added needed detail.
I do recommend discussing this with the local community. You can join us on the US Slack. Sign up at https://osmus-slack.herokuapp.com/ We have a import channel just to discuss imports.
Regarding the import account. I use one account for all my imports. I don't see why you'd need to create another one for future imports.

I would like to import address points for my local county into OSM. I have a plan written up at https://wiki.openstreetmap. org/wiki/Import/Catalogue/ Address_import_for_Allen_ County_Indiana.This email should hopefully satisfy the import review requirement, and also part of the community buy-in requirement (I am also going to send a message to the talk-us list as well).
I only have one question on my plan. I know I need to create a separate import account, but the download I got with the data included data for the rest of the state, I would like to import that data as well in the future. Would it be possible to make an account that could be used for both this import, and that future import as well?
Thanks,Jgon6
