[Imports] Address import for Allen County Indiana

Clifford and Pierre, I have now included the addr:city tag in the import
plan, and I have added it to my scripts. I had been thinking to not include
it as the cities and towns have boundaries, but your comment made me look a
the wiki a little more closely, as well as the data. The wiki says that the
city to tag is the postal city which after examining the data I learned is
not always the same as the city an address is physically in. I actually
found some areas where addresses are in one city, but there address in the
next city over, because of this I think it is probably best to include the
tag for all points.

I'll also make sure to check out the slack channel and see what people say
there.
