[Imports] Address import for Allen County Indiana

Frederik,
I know that the address points are not attached to the building outline,
but also for most of this area, there are no buildings traced. I am now
working on getting the building outlines in the map, but that is a big
project and will take time as I am doing that manually. As I am adding the
outlines I've been copying the address data over to the buildings, but for
now, at least the addresses are there so that they can be found on the map.
