[Imports] Address import for Allen County Indiana

Hi,

I stumbled across this

(lots of house numbers mapped just outside of the matching building) and
I was wondering, is this really what you wanted? In most other places,
house numbers would either be tagged onto buildings, or at least the
address node would be placed inside the building.

Occasionally, the address nodes sit *on* roads, or there are conspicuous
clusters of address nodes that look like there should be an access road
but none is mapped: https://www.openstreetmap.org/#map=18/41.03095/-85.10019

With hindsight, this appears to be another import that would have
benefited from a larger team picking up small parcels and actually doing
a visual inspection, comparing the data-to-be-imported with data that is
already there and with the available imagery, before it goes in.

Let's remember this next time someone suggests a quick import of a
county address data set.
