[Imports] Format d'import

Hi Sébastien,

Thank you for your interest of providing such valuable data to our
collaborative database.

I would say that at this stage, the more important thing is to get the
potential copyright issues solved.

For that, you have 2 options:

1.- Get an authorization letter donating the data, signed by the
copyright owner (Etablissement Public de Coopération Intercommunale
Loire Forez?) such as:
https://wiki.openstreetmap.org/wiki/Import/GettingPermission#Letter_Template_3

2.- publish the data under a license that is compatible with the ODbL:
https://wiki.openstreetmap.org/wiki/Import/ODbL_Compatibility

To answer your question, the data may be donated or published by the
EPCI Loire Forez on any format. Better if it is the same format you use
internally, because no information is lost and the community can decide
what data is interesting.

Then, someone can create a plan to use this data to improve OSM,
documenting it on the wiki and discussing it with the local OSM
community and this list, before the actual import.
