[Imports] Proposed Canadian Building outline import

Following on from the Stats Canada supported building outline import for 
Ottawa they have made building outlines available under the Canadian 
Government Open Data License for other municipalities. This Open Data 
license has been formally approved by the OSM legal working group.

Sampling it shows it is accurate data as was the City of Ottawa data.

A wiki page is being created following the experience of the Ottawa import.

We strongly suspect that some of this data has already been imported.  
It has the same license as the CANVEC data and the preference would be 
to set up a formal plan and formalise the process rather than have small 
ad hoc imports made.

The City of Ottawa now has 320,000 buildings of which 48,000 are tagged 
building=yes. The others have been enriched by the local community with 
an average of three or four tags per building. Stats Canada's 
involvement has introduced a number of new mappers to the community and 
we would expect this enrichment process to happen with the rest of the data.

The Canadian mapping community has raised the issue of buildings being 
mapped possibly with iD that are not of high quality and this import 
would avoid future work in cleaning these up.
