[Imports] Racine County Buildings and Addresses

The tag is "check_address". To be clear, this tag is meant only to assist
during the import process, to indicate which items may need additional
scrutiny, as opposed to those which only need to be checked for correct
shape.
Following the completion of the import, no fixme tags will be present in
the imported data.
