If you want to use the same account for multiple imports then I think
you should choose a generic name. Otherwise, if someone browses the
history of an address in Massachusetts, they will find it has been added
by "Bragg Some Other Import" (since only the user ID and not the
user-name-at-the-time are stored in the object history).

The general idea between the "separate import account" rules was that if
it should later turn out the import was broken or violated the law (or
if OSM were to change its license and the data could not be kept under
the new license), it would be trivial to just kick out everything that
comes from "Bragg Import Foo Bar" - easier than having to sort through
different changesets by source tag or so.
