[Imports] Bay and Franklin County Building Imports for Hurricane Michael

I jumped the gun and started importing shortly after the announcement. When
another user asked us to hold off to give more time for comments I did.
They were correct that I proceed way too quickly.

Even though this announcement hasn't been up a week yet, I'd like to
restart the import process this weekend. Hopefully attempting to get those
weekend mappers involved. If no one has any objections, I'll open it up for
importing tonight and announce it on the HOTOSM and various US
communications channels.
