[Imports] [Talk-gh] Ghana New Regional Boundaries Import

Hello Samuel,

Thanks for bringing this up. The last time I checked from Ghana Statistical
Service (GSS), these boundaries are still been validated. Let's give it
sometime to be completed. We can then write to GSS officially for the data
to be released for import into OpenStreetMap under appropriate license.

Until then let's allow the 10 existing regions to enjoy their freedom. :)
