[Imports] Import of SAU data - French Polynesia

Hello,
Just wanted to point out that I did some updates on the wiki while
working on the data transformation :
* minor about fields (added some fixme, added a few fields)
* about geodesic system used : we finally chose not to transform to
wgs84 because the local system has a topographic accuracy, and is close
to wgs84 (OSM users won't see a difference : 30-50 cm with standard qgis
tranformation, or 1.5m taking into account epoch). We are on the Pacific
and the tectonic plate is moving of 7cm a year. So we chose to use the
local system wich is fixed on time and ensure to keep orginal accuracy
which is high and great value. Users won't create position error with
inverse transformation. We have discussed the issue on french mailing
list (discussion is linked on the wiki page of the import plan).
