The licence translation is slightly mis-arranged. What you cited is
the general KOGL licence, but KOGL type 1 doesn't have those
restrictions. If you read further down, it explicitly says "The user
can freely use the public work regardless of its commercial use
without fee, and can change it to create secondary work."
As revi answered earlier, KOGL type 1 is equivalent to CC-BY.
So, it looks like we can use the data under condition that the source
is cited, but I will ask for explicit confirmation to the Korean
office nonetheless.
