[Imports] Fwd: Import of Instituto de Estudos do Territorio - Xunta de Galicia

As Santiago just said, these imports have to be first thoroughly 
discussed in the OSM-es and OSM-gl local communities. Lots of 
information and preparation is still needed before proceeding to this list.
