[Imports] Data license checking

Mike,

My understanding is just because data is "open", does not mean that it's
license is compatible with OSM.

In the example you cited, the roads dataset says "no license specified."
Try to get the data owner to given you explicit permission to use in OSM,
or at least cite a license so that we may evaluate its suitability.
