[Imports] Data license checking

One city in Washington State offered open data but restricted its use to
non-commercial.
A while back Esri provided an easy way for agencies to open their data up
to OSM, including making it available in RapID and Map-with-ai. Their blog
post has instructions for how to make the data available for use in OSM.
I've reached out to a couple to help me understand how difficult it is to
implement. Once I get some feedback I plan to write a diary entry to with
suggestions on how to get your local agencies to open their data up to OSM.
Mike - I'd contact the open data owner and ask if they could implement the
suggestions in the blog, specifically for Open Data Portals.
