[Imports] Latvia LVM import

Hi all
Latvia has very good CC0 datasources for import, I've recently added them
here:

I'm researching importing part of this data. Trying to import everything is
a huge and complicated project. I think I will start with a relatively
small part - forest and country roads from LVM. Then, see how it goes.

Right now I am at the stage where I am learning Hootenanny software and
import guidelines. It is the only one available I found that can conflate
roads. Results vary from good to "needs manual correction". I hope I will
be able to use task grid to assign cells for manual validation in the local
community.

I think they will be migrated to GitHub, because I've written some scripts
already.
I've discussed stuff above in talk-lv, with overall positive reception.
Still, right now this import is in the planning stage. I think the
prototype import of the limited area will happen this month. Real import in
the next month or so.
