[Imports] Hiroshima West Area Bus Stops Import (Japan)

Hello,

I'm planning to import the bus stops around Hiroshima City, Japan.
The GTFS data is released under the CC0 license.

I made an announcement about this import to the OSM Japanese community
(talk-ja ML and Slack channel),
and the wiki page has been reviewed.
