[Imports] Morris County, New Jersey Building Import (Review)

Hello,
A week ago I sent a more preliminary message describing my planned process
for a Morris County building import, but since then I've been able to get
some feedback on the talk-us mailing list and have created some
documentation, linked below.
Because the data is poor quality in places I've developed a plan that's
closer to imagery mapping than regular importing. Conflating will be done
manually and everything will be looked over before it is uploaded, and the
data will be done town by town. Some heavily forested towns see the script
used to create the first map confusing trees with buildings and may not end
up being uploaded entirely. However there is enough good and quality data
that I think a partial import is worthwhile and everyone I've heard from
was interested in seeing that kind of data added.
