[Imports] Import of open data from Malaga City Council

Hello.

I am working on an import of municipal scope, in Malaga, Spain. [1] It 
has already been communicated to the Spanish mailing list. I forgot to 
send a message also to the imports mailing list (this list). Sorry for 
the delay and forgetting.

I am in contact with the local community to manage this import. The 
source for the import is the open data of the Malaga City Council, under 
license CC BY-SA. We have permission from the Malaga City Council to 
incorporate the data into OSM. [2]

Data sets related to different aspects of the municipality will be 
imported, preferably not very large ones and respecting the pre-existing 
data. Bicycle parkings, for example, have been imported. Now we are 
working on importing consulate offices, dog parks and bike-sharing 
stations. The import is local and affects only the municipality of Malaga.

The documentation for this import is still only available in Spanish. 
[1] I am working to provide a summary in English with the most important 
details. Please give me a few days to finish this translation.
