[Imports] Import of open data from Malaga City Council

Nice to see import well documented, even if submission here was delayed a bit.

Note that according to

all CC BY SA are incompatible with OSM, so it could be as well "all right reserved"

Is automatic translation right and they agreed to relicence dataset to ODBL?
