The use case I was considering was because I've encountered several end user products based on OSM that do not handle addr:unit well, or at all, including OSMAnd, Magic Earth, and even Nominatim. If I'm not mistaken, not a single one bothers to index/search on addr:unit/flats, so what ends up happening is when someone searches for an address of one of these buildings with multiple units, it will return dozens of identical looking results, which is a bad experience.
But I suppose however common it is, it is a shortcoming of the end user products, and there is sense in avoiding massaging the data to work around those limitations.
