[Imports] Non-standard tagging in Spanish Cadastre buildings import

Hi Tobias

The import software is now fixed

The community has been asked to use it for future projects and to update
the data available to upload in the larger not completed ones. This is an
example of one of those.

A small fraction of the buildings are not yet completely covered by
building parts because they are missing from the original Cadastre data. This
event is detected by the software and reported to the import administrators
for manual correction.

I am working on a robot to fix the already loaded data by adding the
missing part. I will submit this tool to the list for approval when it is
ready.
