[Imports] Finland waterways import

Hello,

We are planning to import Finland fairways and navigation aids from 
waterways dataset of Finnish Transport Infrastructure Agency. The goal 
is to support openseamap.org project. This dataset is pretty accurate. 
Finnish Transport Infrastructure Agency already granted permission to 
incorporate their data. Import plan has been added to the wiki [1]. I 
have also read the import guidelines.

We have discussed about data import in local community forum in Finnish 
[2]. There I have received positive feedback and good tips for 
importing. I pushed translation scripts to github and added sample osm 
dataset into wiki page.

All feedback and comments are welcome. There are still couple of open 
questions in the wiki page. I hope we could start import process soon.
