the good news:   Nominatim - recalculating the city value from the boundary
:-)
addr:city=Astoria   example:
https://nominatim.openstreetmap.org/ui/details.html?osmtype=W&osmid=375930682&class=amenity

boundary:administrative (city) = New York
boundary:administrative (suburb) = Queens County
boundary:administrative (suburb) = Queens
