[Imports] Indianapolis address import

If the data source is the NAD via MapWithAI, then technically that means we
could have a big hashtag like the existing #mapwithai hashtag/source and
just let people go to town with it as long as they're actually
hand-reviewing every single point. Which is kinda the existing situation
with mapwithAI honestly.

I plan to do something similar in Oregon soon however NAD licensing is
unclear in Oregon and also I don't plan to review every single POI
manually, just copy paste entire neighborhoods and review for duplication
using JOSM's validators. (The data seems to be quite complete and accurate
in my area, at least as good as previous approved imports.) Maybe that
deserves special approval, but batches of manually-reviewed mapwithAI edits
seem to have flown under the radar of the imports policy... maybe we
clarify that?

(To be clear I'm implying that this would be "single documentation" and
approval for the entire USA, since the National Address Database covers
nearly the entire country.)
