was a similar case where https://budynki.openstreetmap.org.pl was added to
https://wiki.openstreetmap.org/wiki/Pl:Importy_oficjalnych_danych_pa%C5%84stwowych
( https://budynki.openstreetmap.org.pl is a tool that is a RapiD equivalent for JOSM,
based on official data of addresses and buildings for Poland, with many users
importing with review as sadly it is not good enough to just import it without review)
