[Imports] Improve tram and bus stops for blind

Hello,
We've built an application to add additional data to the bus and tram stops
(unique identifier and stop number). It'll be ready at the beginning of
February.
The application displays OSM and GTFS stops and allows users to connect
them. You can see how it works in this movie below (it's in Polish language
but presents the program workflow)

Data from GTFS stops will be sent back to the OSM server. OSM stops will be
updated with following tags:
- name - GTFS stop name is more recent
- unique identifier (ref tag)
- stop number (local_ref tag)
Blind persons who are using mobile navigation applications like Lazarillo,
Seeing Assistant Move or DotWalker will be able to hear stop numbers. It'll
allow them to determine the proper bus or tram stop.
Unique identifier assigned to the ref tag will allow us to update OSM data
systematically.
If this solution will fit in the Silesia district in Poland we plan to
scale it to other cities.
