I guess I need to adjust wiki adding some general clarification. This
attempt is not intended to import all at once, but aims to find a method
that whoever can follow (and adjust) to import much smaller manageable
pieces of dataset. I just update "About" paragraph.

QGIS:

- choose an area of interest,
- load the involved source file from country table here [1]
- crop by bbox or polygon (I prefer admin_level=8 boundaries or even
residential landuses)

once the manageable cropped layer has been created,
- use QuickOSM (or an alternative QGIS plugin, or an independent
overpass-turbo query) to load openstreetmap buildings (and demolished or
whatever building lifecycle you want).

now on the two layers
- apply the disjoint function (use find function in processing tools) which
yields all the buildings that do not touch OSM buildings

See ItalyBuildingImport repository [2] linked in wiki "Files" paragraph.
