For something of this scale, it needs to be more than explain, but
publish source code so that anyone can run the conflation (it's ok to
assume they can deal with qgis/postgis I think).   Really it should be a
command-line scriptable batch job, and oriented to produce data per
administrative boundary.

We we did the Mass building import, per-town files were produced, so
locals could do quality checking.  (My town has 2500 houses and maybe as
many sheds/other.)
