[Imports] Improve tram and bus stops for blind

Hello,

I've updated the import page: https://wiki.openstreetmap
.org/wiki/Automated_edits/luktar/OsmIntegrator_-_fixing_stop_signs_for_blind#Import_Type
There will be a new tag added ref:metropolia because there are situations
when a single stop belongs to different public transport providers.
Different providers will be supported with dedicated ref:xxx tags for a
single bus/tram stop.

ref:xxx will contain a stop identifier taken from the public transport GTFS
database
ref and local_ref will contain the human-readable code like A, B, 1, 1t, 2
