I don't think that it is a bad thing for an import to take a long time. 
If time is needed to do it well, then things will take longer.

Remember that OSM is *not* an IT project. Trying to solve things with 
code to make them "more efficient" will often have a downside and you'll 
create poor quality data - a LOT of it - that will burden future mappers.
