[Imports] Ethiopia POI Import

Dear Ethiopian OSM community, Dear Imports Team,

I am representing BAME PLC from Ethiopia (www.addismap.com/bandira)
Our team gathered around 36000 points of interest in Addis Ababa, Ethiopia,
which we would like to import in the near future to OpenStreetMap. The data
was gathered between 2010-2016, so it is not that recent, but still
considered valuable.

The data is already tagged in OSM format. It's many small kiosks ("souks"),
but also hotels and cafes and so on which are currently not on
OpenStreetMap.

It's only node data - We believe - after a short check - that overlap with
existing features is not that large.

One approach to import the data would be to merge the OSM file we have with
the OSM data, do some basic duplication checks and then upload with a
dedicated OSM user.
The check_date would be set to 2016-01-01 or something like that in order
to allow easier quality checks via apps like StreetComplete on the ground.

Do you have any further advice on how to proceed here?
