[Imports] Augusta county, Virginia, Address and Building import

 Hello,
I am preparing a one time import of Addresses and Buildings for Augusta
County, VA. My goal for this import is to improve routing and navigation.

I will be using VGIN Virginia Address Points
<https://hub.arcgis.com/datasets/VGIN::virginia-address-points/about> for
addresses, and Microsoft/BuildingFootprints
<https://github.com/microsoft/USBuildingFootprints>for building outlines.

VGIN data is licensed under Public Domain;
Microsoft/BuildingFootprints is licensed as ODbL
<https://opendatacommons.org/licenses/odbl/>.

I have split the address data by zip code as SHP files. Yet for me to
figure out, is if I can modify the data fields in SHP with QGIS, or export
the SHP vector to CSV where I can format the data for OSM.

My plan is to import one zip code at a time. I will be using JOSM, and
using the review plugin, so this will be a manual import, not automated. (I
don't know how to do that)
