I wouldn't say "seems"! Any kind of indemnification or hold harmless is
totally and absolutely NOT OK at all.
What this means, is that the person agreeing to this license agrees that
suppose they put the data in a navigation device
someone else uses that navigation device
something bad happens
someone -- anyone -- sues King County with any kind of claim that
somehow the bad thing was "arising out of use" or was "connected to
use"
then,
the person who agreed will pay the judgement etc.
This is just crazy, and IMHO the law should hold such contracts to be
void as contrary to public policy (by waiving negligence and putting it
on some other party, especially when the first party knows that the
other party lacks legal sophistication and is likely not to understand
the terms). But that's not how it is, apparently.
I would suggest talking to them, and to your elected officials to get
the government to just publish as public domain.
