A revocable license has previously come up in connection with another 
proposed import of GTFS feeds in North Carolina. [1] In that case, I 
suspected that the agency was concerned about outdated data lingering. 
[2] There have also been a few mentions of revocable licenses on various 
state listings of potential data sources, with a note that this 
provision probably disqualifies the data from being imported. [3]

I think it would be helpful to get a clarification from the legal 
mailing list about whether such provisions are in fact problematic. 
Personally, I've been staying away from such sources, because it would 
be really tricky if data in OSM would be compliant today but could 
somehow become non-compliant in the future due to some external factor 
out of our control. In that hypothetical scenario, redacting the revoked 
data might incur some collateral damage, as we saw during the ODbL 
migration.

Matt, if you could explain OSM's constraints to the county GIS office, 
maybe they'd be willing to clarify these questions for you. In 
particular, which portion of these terms and conditions apply to use of 
the site versus reuse of the data downloaded from the site? If it turns 
out they are concerned about outdated data, tell them about 
OpenHistoricalMap. ;^)
