about changeset tag, you said : "Changesets should use the tag

why not, but it's not a good changeset comment, see [1]
and major changeset tag are missing

a typical import must have at least :
comment=Redmond WA Address Import
import=yes
url=https://wiki.openstreetmap.org/wiki/Redmond_Washington_Address_Import
source=OpenData or any more precise value

and why not (=not mandatory but nice) :
hashtag=#RedmondWaAddressImport
