[Imports] Address and house number import Germany/Land Sachsen Anhalt

Hi Jack,

where can I find the documentation of this proposed import on the OSM wiki?

When and where did the consultation with the local community happen? 
What concerns does the local community have?

Are you experienced with OSM editing, especially in Saxony-Anhalt? What 
is your OSM user name?

These are mandatory requirements for an import.
