[Imports] [import import-proposal] Proposed import of IWAI CSIG Shannon/Erne navigation data

Good afternoon all,

I have put together a proposal for importing a dataset of navigation marks (~1,840 nodes) on the Shannon and Lough Erne waterways in Ireland and Northern Ireland.

The data was provided by the Inland Waterways Association of Ireland (IWAI) Chart Special Interest Group (CSIG).

This would mean that the Shannon/Erne waterways are almost entirely covered.

This is my first proposal, so I hope everything I've covered everything.
