[josm-dev] [FR] Moving node on top of way = snap into way

With the AND data addition in the Netherlands we have lots of ways 
disconnected (e.g. cycleways, footpaths) where old ways have been deleted in 
favor of the import. Reconnecting the ways requires a few actions which 
could be simplified:

1) If a node is moved on top of a way it snaps into that way automatically 
(add the node to the way). This would make that action behave similarly to 
the 'add new node' function.

2) When adding a node on top of crossing (but not connected) ways adds the 
node to both ways, effectively making an intersection.

Both enhancements would significantly reduce the amount of work tying the 
old and new roadnetworks together.
