[josm-dev] Tagging Presets - propagation with existing tags

The tagging presets could I believe be enhanced with two additions, should
they be feasible.

1. When an item is selected, any existing tags on that item are propagated
into the opened preset popup. At the moment the preset will overwrite
everything unless you select on type the same details back in again. Wasted
effort of course so I tend to use the +Add function rather than the presets
if I need to add additional tags.

2. If the selected item has no tags then reuse the selected tags from the
previously tagged item, (but not any text that was typed in on that item, eg
the street name etc). A lot of mapping involves tagging similar features
again and again. Effectively this would be a JOSM session overwrite of the
"default value" attribute.
