I see your point, but I think the example is extreme. It's very unlikely
that many ways have a wholly inappropriate tag like that.

And since I've been using presets since imi shoved them in I don't believe
they are only for the novice. JOSM is a power user tool and needs to help
power users edit quickly. For me presets do that.
