Is TCX not supported by gpsbabel?

If it is, then what is special about TCX that we should have JOSM 
support for it (while we don't support the hundreds of other proprietary 
data formats around)?

I'm not into the GPS world that much so if TCX is likely to become as 
widespread as GPX then it is probably ok to have support for it in the 
core. But if it is "just another GPS data format" then maybe it should 
go into a plugin, or be supported through the GSoC "gpsbabel 
integration" plugin (the state of which is not 100% clear to me).
