I think so. There are probably still some obscure keys free, but JOSM 
really has lots of keyboard shortcuts. You also can assign a shifted 
variant directly and thus use a twice as large shortcut room. Thought also 
here many are already assigned.

Anyway an conflict should not be there in the code.
