we, the italians, decided to use launchpad for assisting us with the
translation of JOSM:
https://translations.edge.launchpad.net/josm/trunk

somebody, over time, will take the new strings which have been
meanwhile created in josm, and automatically integrate them in
launchpad. they will appear as new to all the translation projects.

the file is already in launchpad:

when you have a fair amount of strings and wish to have a josm lang
plugin available, just write to this list and somebody will upload the
necessary files to the ospenstreetmap SVN.
