Anyone with SVN access can do. Better is you attach the .po file from 
launchpad in the mail with your request, as this reduces the need to have 
a launchpad login.

Hmm, I do German translation irregularily (e.g. once a month - would mean 
12 posts a year from you. I can live with that :-).

As said. Anyone with SVN access do svn.openstreetmap.org can do this. It 
only requires copying the .po file into the right directory, run the 
compiler, checkin plugin and source and update wiki page to new version.

You can ask the openstreetmap.org SVN maintainer for a login if you want 
to do it yourself (is not the same as josm.openstreetmap.de, so don't ask 
Frederik). TomH is the right probably.

About the launchpad. I think this is handled by Italian translator (i.e. 
the one who told you about if I'm right).
