First of all, thanks for the good news. I like the idea of localisations inside the core.
I can't tell, wether it's good or bad to store all the plug-in translations in the core, too - but if it doesn't affect the archive size too much, I can live with that. Plus it's easier to translate, after all.

About the Launchpad usage - I don't really think there is much use of the existing translation suggestions - those are limited to "File", "Tools" and "Save as..." :) 
Plus, LP works really slow over HTTPS for me.

So, now - a bug report about the new built-in localisations:
JOSM rev1059 - it can't find the Russian translation.
